SLZUSD Staff Support Charter Renewal for Kipp Summit Academy

The San Lorenzo Unified School District staff concludes that KIPP Summit Academy qualifies for charter renewal for the 2027–2034 period. The school is classified by the California Department of Education as High Performance, making it eligible for a five-, six-, or seven-year renewal. The district's Board of Education will choose the term, with a vote anticipated at the Board's meeting on Oct. 20.

A Staff Review and Preliminary Findings report notes that KIPP Summit shows strong overall growth in academics. English Language Arts proficiency increased from 69% in 2022–23 to 83% in 2024–25, while math increased from 50% to 65%. English learner progress also improved, with 81.8% making progress toward English proficiency in 2025.

The report, prepared by Dr. L. Renee Lama, assistant superintendent for Educational Services, identifies several areas requiring continued attention, particularly outcomes for students with disabilities, long-term English learners, and some student groups in mathematics. Staff recommends stronger special-education collaboration, IEP implementation, and targeted math and language supports.

Attendance and school climate indicators improved: chronic absenteeism and suspension declined, while reported emotional safety increased. Staff nevertheless recommends continued monitoring of results by student group.

A significant administrative issue involves an omission in the renewal petition's enrollment-preference language. KIPP clarified that it intends to retain its existing ZIP-code/FRPM-based preferences. Staff recommends that the Board explicitly incorporate the corrected language into any renewal approval.

Overall, District staff recommends approving renewal, while continuing oversight of student-group achievement, special education, enrollment practices, and fiscal/operational matters.
