AB 104

Assembly Bill (AB) 104 requires school districts to implement policies that give students opportunities to counteract the impact of the pandemic on students' academic achievement and graduation credits. The new law, which went into effect on July 1, 2021, includes options that include requesting retention for eligible students, as noted below, changing grades to a Pass or No Pass for students enrolled in high school last year, and waiving local district graduation requirements that exceed the state credit and course minimums for students who were juniors or seniors in the 2020-21 school year.

Request for Retention K-11th Grade

AB 104 requires the San Lorenzo Unified School District to implement a supplemental policy regarding the retention of pupils who, in the 2020–21 academic year, received deficient grades, as specified, for at least 1/2 of the pupil’s coursework, except for pupils enrolled in grade 12 during 2020–21. The bill requires San Lorenzo Unified School District within 30 calendar days of receiving a written retention consultation request from a parent, to conduct the consultation with the parent, the pupil, the administrator, and a teacher. To request a consultation for retention for your student in grades K-11, please contact your school site administrator.

Parents and guardians should note that research on retention “does not produce higher achievement” according to the California Department of Education. Further, pupil retention is one of the few interventions shown to have a negative effect on learning.

Option to Change Letter Grade to Pass/No Pass Applications Due September 17, 2021

Parents of a student, or a student that is 18 years of age, that attended high school during the 2020-2021 school year can request to change a grade to Pass (Credit) or No Pass (No Credit) if they were enrolled in the course during the 2020-2021 school year. Please use this application due September 17, 2021, if you want to request a grade change from a high school within the San Lorenzo Unified School District. Completed applications need to be submitted to the front office of your high school.

The new law requires the California State University (CSU), and encourages the University of California (UC) and private postsecondary institutions, to accept those grades.

Graduation Requirements

High school juniors and seniors in the 2020-2021 school year that were not on track to graduate are not required to complete coursework and other requirements adopted by the school board or county office of education. The district must offer the opportunity for juniors and seniors to complete statewide required coursework if they are not on track to graduate in the 2020-2021 or 2021-2022 school year because of statewide requirements.

If you are eligible for this exemption you must be notified whether any of the waived requirements will affect your ability to gain admission to a post-secondary educational institution. The law also requires the district to notify you that there is a program in place within the college system in which you may gain entry into the UC system through the successful completion of specific requirements at a California community college.
